I'm not so sure. There is talk about ladar for ASW or fish finding, and 
that -1 would kill those applications ...

VXi17 has an optional rule on blue-green ladar. In parenthesis it 
says that realistically, blue-green ladars should have -6 and other
ladars should have -12.
