It is not feasible to "permanently" steal like those two had their 
powers stolen in 3e.

You can link the "Mimic Super Ability" and "Drain Super Ability"
Mimic Skill vs Will
Drain Skill vs Will duration in turns/level of drain power.

So a permanent drain would require astronomical expenditure in points 
spent on power or extended duration enhancements.

In 4e either +150% if there is a reasonable way to end the effect or 
+300% cost is not; will make any ability effect permanent. This could 
include bestowing an ability as well.
