The winchester rifles were available in a number of calibers, barrel
lengths, and with magazines that ran the full (or very nearly) length
of the barrel or with magazines that were shorter than the barrel.
Depending on which options the rifle has, the capacity will vary.  So
it's quite possible to have 17 and 13 shot versions.  The
half-magazine versions have the advantage of being lighter, a bit more
reliable (the long tubes can get damaged, the spring in the longer
ones some times went "sploing").  Most people who aren't hunting
humans don't need the large capacity.
