I tend to see that as the main character's opinion. In the novel itself
the various weaknesses of the suits become very obvious (and he seems to
be cheerfully comparing the suits to obsolete tanks of previous periods,
and not with what could be built with contemporary technology). I'm sure
Heinlein was aware of this - Rico spouts quite a lot of opinion that
doesn't always make a great deal of sense, and he doesn't seem
especially intelligent. Certainly he isn't very introspective.
