I'd consider making it (custom-cut harpoons only, -50%) and possibly 
require a roll against Throwing Art or whatever skill he uses to craft 
the harpoons from bamboo or other light materials.  IIRC in the book, 
he's not superhumanly strong so much as extremely skilled.
