I would use Super Throw from GURPS Supers 4th Edition (a Warehouse 23 only product... well e23 as well).  it's 10 points per level, and doesn't increase the weight you can throw, but it lets the character throw them harder and faster.  Check out GURPS Supers 4th Edition page 30
