That's not "Fair-use". "Fair use" is scanning or typing in a small part of the text (such as for a GM screen, a review, or a research paper on the subject). The whole thing is not "fair use". Copyright law is not about money, it's about the right to copy. You may be confusing trademark, which is a different issue and might apply to the GURPS logo, but not to the text of the book.
