It makes sense under the same situations as it made sense in 3e: you
don't have any IQ-based skills you care about. It actually makes more
sense in 4e than in 3e: in 3e taking IQ 9, Alertness 1 (Per roll 10),
Strong Will +1 (Will roll 10) gives you 1 point back. In 4e taking IQ 9,
Perception +1 (Per roll 10), Will +1 (Will roll 10) gives you 10 points
back.
