And in all the years I've been playing and running, I've never seen
anyone include Quirks in the Disadvantage cap.  I've always seen it as
"-50 and 5 quirks"... or "-75 and 5 quirks".

Looking at Basic Set Characters, I realize that it must be a house
rule, but then it seems like a very common house rule.  At the very
least it could fall under the 'GM required disadvantages' exception.
