[gurps] Harry Dresden?

I've got a player who wants to do a Dresden-clone in a
supernatural adventure I'm gearing up for. I'm having
trouble figuring out how to model Harry's magical
focuses  alongside the GURPS magic system. In
addition, he needs to model bob the spirit of
intellect as an ally. I'd like to do this in 300
points or less.

Anyone got any bright ideas?
