Sometimes a group effectively has to roll vs. the best skill in the
group ("Lockpicking? Ed is an expert!") and sometimes the group has
to roll vs. the worst skill in the group ("Stealth? Oh s**t, we got
Joe along ...").
So make sure BOTH situations show up. When one of the party has to
get an answer out of a surly bureaucrat, it is only fair to let Mr.
Smooth do the talking. He paid for his advantages and deserves a
time to shine. When all of the party has to get into a fancy
restaurant or into the king's audience, those who fail their rolls
are barred (unless they bribe the head waiter or whatever).
