An other option (works best in pre csi backgrounds):

The party happens to be around a crime szene at an inopportune moment and
the police arrives. Make a reaction roll for every party member. The
police commander arrests everyone who had a roll worse then a treshhold.
The rest of the party has to proove the arrested pcs innosence.
