Hugely depends on transporters; if available, they'll replace all bulk 
shipping and mass travel local to the planet, leaving only small 
submersible personal and scouting craft and large, mobile bases or 
possibly just one base. Stargate Atlantis's city-starship and 
puddlejumpers are close relatives of this sort of thing. The base would 
likely be similar to the saucer section of a Starfleet vessel, which are 
canonically separable and submersible; in fact, this colony world might 
be the result of such an occurrence during a war.
