If a GM were to take this interpretation to the strictest level, any 
/intended/ generation/flow of electrical potential is cancelled by some 
force, likely sentient (see the picture of the giant hand on the same page 
as Rustic, IW p. 141).

E.g., I can't rub my feet on the carpet and create a static buildup.

It is unstated whether electric eels exist on this world, but it is possible 
that they do not. It may even be that lightning rods do not work as that 
would be an intentional movement of electrons.
