The short answer would be: depends from the GM ...

He has various options: as the the Cyberbrain relies on artificial 
electricity (first: how is "artificial" electricity different from 
"natural"?), it would not work on Rustic - with all the consequences for 
the wearer. But on the other side, as the person brings its own reality 
with it (meaning its own definition of the universe), artificial 
electricity works inside it.

Even more options: as the Cyberbrain proves that "artificial" 
electricity works in general, it will now work also on Rustic - and 
suddenly light goes on in a formerly dark world, only days before the 
invention of the first computer ...

But to be honest: the concept of "artificial" electrity is always 
strange to me. Electricity is just one manifestation of energy 
(Physicists may excuse the shortcut here), and it is everywhere - our 
nerves rely on it for the signal transmission. So any way of energy 
conversion to electricity is a "natural" way.
