Blackbanders can learn Magery 0 spells, it just takes them longer, they can't do them on as large a "scale", and are just generally below average for the race. They can use daily magic, but a lot of jobs are prohibited to them. The "questor" wanted to have such a job, but turned out to be a blackbander. So he decides to become a sort of private detective called a "questor". In his society, such an occupation is rather archaic...such problems are handled by the town guard. But...well, google and read the strip for more details (again Tales of the Questor).
