possessing the racial Magery but not able to learn spells might be a single 
Incompetence (B164), and a small social stigma and/or reputation.

not possessing Magery 0 might be a large social stigma and/or reputation, 
and gaining -5 for "no magery 0". (B262)


in social terms, it might also restrict the maximum Status, Rank, and Wealth 
that a person could attain, but these are features..
