Poisoned training blades? perhaps that way a PC can be the murderer.

to supply 20000 men.

 Fortress is in the middle of a river so this is difficult to justify.

Possibly a hidden treasure of great poitical importance. Seals and documents
and the like. valuable deeds and titles belonging to people lost in the war?

I may go for Spy killing people, a revenge killing, the ("friendly") regent
declaring the commander a traitor, disease, duels between the better
fighters over matters of honour and a few deaths related to fighting over
valuable documents. Plus the besieging force acting with too much
information.
