When you say colony, do you mean the worldwide program, each 
individual town or something in between?

* Towns may be more than 100 miles apart, especially on a 
  waterworld.

* On the other hand, the radio rules in GURPS Vehicles don't 
  worry too much about horizons. You simply get a nominal 
  range, that is it. 

* Satcom transceivers are not all that expensive. Certainly less 
  expensive than maintaining a relay station in the wilderness.

* One satcom per planet is pointless. Space infrastructure only
  makes sense if many ground stations share a few sats.
