the colony based on an agreement get a (1) server/relay
the server/relay has a satellite transceiver
50 to 100 miles wireless mesh network transceiver (colony to colony)
25 to 50 miles wireless mesh network transceiver ( to / from users)

A star of stars to link the servers (probably a major space station as
the central hub), and the connection from server to user is wireless,
which means that anything but a star is nonsense unless relays are
necessary for extended range. (Why retransmit if the server can
receive directly?)
Meshes make sense if the individual transmission range is low,
which could be a feature rather than a bug if you want to keep
the power requirements low or if you want to use the same
frequency in many local 'cells', but with mature TL8 and less
than a couple thousand wireless users within the area that is
no problem.
