a lot of the cluster's colonys can be joined with digital radio network

cluster to cluster communication is via satellite

in storms the satellites well not be able to communicate to the cluster's transceiver dish for 24 / 48 hours even more

UUCP is still around.  Still works great.  It lets you do a number of
useful things, like start a process after the file has finished
transfering, which solves a bunch of problems.

I humbly suggest, though, that for communicating between fixed points,
that fiber optic cables make more sense.
