I've recently finished a TL6 'anachronistic fleet sub'. The key problem was
to balance weight and volume, which is partly the fault of the volume rules.
As written, submarine lines add 'fake volume', which then enters into the
submerged weight formula.
The submersible hull option takes 20% of the final volume, so the boat
should be between 62.5 lb./cf and 50 lb./cf, with full or empty tanks,
stores and hangars.
That being said, the rules gloss over the real difficulty of a sub with a
flight deck. It should be possible. Going larger gives a better drag to
size ratio, which allows relatively smaller engines and batteries and
hence more payload. The rules don't require a conning fin, either,
or seaquest-style boats would be impossible.
