Just by the sound of it, NORPAC could be an US or NATO command.
US rather than NATO if the PAC was Pacific ...

ISTR that the SeaQuest had nukes. That would put the UEO well beyond
the present-day UN.

Which explains the economic importance of the oceans, but I would
expect land-based nations with their existing military power grab 'em
before independent sea-floor nations get started. Of course that could
force the ocean-dwellers to organize and make the land-lubbers back
off (cf the nukes mentioned above).
