It depends what 'delegated persons' is held to cover. I expect that were 
non-humans to join the federation they'd certainly count. Whether allied 
beings can be delegated authority by an officer is a bit blurry. It 
wouldn't surprise me if the solution is to give termporary rank to 
non-humans that need to be in the chain of command, just as officer 
cadets are made into very low ranking officers for their 'graduation 
field exam'.
