Presumably you would get the permission of a human commander to place
them under a skinny commander, but the troops of that human commander
would still have that human as their commander and so they would not
need to be asked.

The number of soldiers under the direct command of an ally is probably
rather small compared to the number of soldiers that may be asked to
organize/train a small group of milita/gorilla forces out of the local
civilian forces.  There are also 'civilian advisers' that are more or
less under the command of the MI commander while providing
guidance/intel/translation services for the MI squad.

The Oath is presumably to cover any reasonable eventuality but not
edge cases, especially ones that are likely to cause dissatisfaction
if they are reminded of it too often.
