[gurps] Mana supressing Tech like a leaky faucet to a toddler in need of the bathroom

I have a problem

I want to explain a person heavily charged with mana suppressing technical
devices very near him.
I am thinking that any TL6+ item would gain a Malf number.  The number
getting lower as the mages charge does.
Any guesses to where I might look to get a clue?
