As a GM, I'd prefer slightly more fleshed-out background characters. Often
I introduce a color NPC simply to color the scene ("After two hours, a pizza
delivery boy rings at the door. He hands in two boxes and receives some
cash.") and the players mistake him for a major character or possibly an
intelligence windfall. So some start to trail the pizza boy ...
I won't have your pre-gen characters handy at that point, but I might recall
bits and pieces of memorable characters as a rough guideline.
So in addition to the bare stats a bit more description would be useful, from
"he has a poor excuse for a mustache and acne" to "every other sentence
starts with 'like'" ...
And that means you can do many, many more characters. Take your soviet
sniper. Instead of one gal, write a fanatic True Believer (with half a point in
Politics(Marxist) and Bard), an orphan driven by revenge (mental disads),
and Russian Patriot (perhaps stigmatized as an orthodox christian).
And if you list half a dozen possible names with each, a single character is
enough work for a week, so a concept can last you for a month ...
