It could have been taught to her by her father or possibly in her short military training. If it bothers you, replace it with Spear-10.

Sniper spotter, not artillery spotter. And, between Russian artillery normally being preplanned than on demand, and a general scarcity of radios, I doubted the Joe would have Forward Observer. Now, a much more experienced character might be trusted with a rare radio and have the appropriate skills.
