In the end, it does seem to be a bit arbitrary, but

OTOH, it might be a little unbalancing to allow my
vampire player to suck any more than 20 or 30 HP out
of every normal human he meets. I think I might just
allow him to drain until the victim fails their health
check.
As for whether he can drain from already dead humans,
does anyone know of an official WW ruling on that? My
player will probably know, since he's played VtM, but
as always, the perspective is welcome.
