Yeah; Shapeshifters _did_ come out after the newest version of Bestiary.

Also, check out the Roleplayer archives on sjgames.com; IIRC, there's
an article that takes the "Exalted Horse" idea from GURPS Fantasy Folk
and extrapolates to a few other animal types, including housecats.  (I
find it amusing that the author of that article explicitly did _not_
give housecats Inconvenient Size, on the basis that cats seem
perfectly at home in a human-scale world.)
