Sure, Can be damn effective, if it gets it's shot off. Think PT boat.
Direct fire weapons are a threat to other ships of the same size,
it's the two or four torps/missiles that are the threat.

It's all about the arms race of your space (navel) powers, they
try to build the smallest vessel possible that can get the job done.
