A hovercraft is solidly TL7, and small troop transports were used 
in addition to the huge USN LCACs.

"Over cityscapes" sounds like a VTOL flyer, not a ground-effect 
hovercraft. That would be feasible at TL7, but not very effective.

So what is it?
