That's incorrect. The first level of Resist fire resists heat and fire 
LESS THAN the heat of a furnace or a volcano. That gives us an upper 
bound on the damage it can resist.

Powers notes that regular fire rarely exceeds 1d+1 damage, so 10 DR is 
more than adequate to resist most natural sources of fire. A forest fire 
might be compared to the heat of a furnace, which is in the second level 
of the spell and thus outside of the scope of the first level of the spell.

If you want extra DR to block only the fire spells, buy another 20 DR 
limited to only MAGICAL Fire/Heat and it should cover you.

Incidentally, Powers pegs the heat of a volcano at about 30 damage a 
second, so to resist a forest fire or a volcano, take DR 30. That would 
be the second level of the spell. The third level
