That would improve penetration, but probably not by enough to penetrate 
DR 15. DR 15 is somewhere between level IIIa and level III, and will 
probably stop shotgun slugs.

Yes, though it may not be very good for the M16. I would count it as an 
automatic attack against the weapon.
