[gurps] Powers Question

If I remember the character, if you design the powers as illusion based powers, it should simulate the displays.

Still tinkering with Powers--
(Yes, it's supposed to be kind'a funny)
Character Name: Matrix
Power: Reality Manipulation

For you comic book fans (as I was) the old Uncanny X-Men comic featured an antagonist called Proteus, who could manipulate reality at a fantastic level.  I'm thinking of a keyed-down approach.  So far, he can manipulate reality involving himself.  He's a strange kid, kind of a Gothic nerd-- he idolizes the Matrix movies.  So he's molded himself into Neo-- that is, he exhibits similar abilities to that demonstrated by Keanu Reeves' character in the movies.  (He'll have a series of quirks and obsessions to match.)  The strength, reflexes, flight, and some modest reality manipulation.  Eventually, he may grow (insane or) more potent abilities.

Aside from characterizing strength, speed, flight, some uncanny perception of reality individually... how does one model this in Powers? (e.g. the bullet stopping trick).   Does one give him a Cosmic background and basically say that anything eventually goes with enough CPs?
