I have no definite rules there. Depending on NPC and campain, i might let
people give up or panic even for a superficial wound. NPCs who continue
fighting after a crippled limb are in most cases either especially fanatic
or for some reason believe the pcs are going to kill them anyway.
Sometimes i roll but since in most cases i make up the will of the NPC at
that moment anyway, i look more if the roll is rather high or rather low
or somewhere in the middle, and improvise from there.

For my own pcs i vary the reaction for the pc in question and the capain
and it's general tone. My Paladin of a god of pain, who in general is more
interested in doing what is right rather then doing what is smart, will
usually fight on.

In an sf game my pc has flat out refused to make a successfull action
again, because he would have been hit if he had not dodged. He had a dodge
somehwere around 14 or 15 (reflec armour against laser) and propably the
armour would have been enough anyway. But the plan had said that the
opposition does not shoot good enough to hit him when he is under cover,
it did not work out that way, so we need a new plan, period.

I have no rules for pcs in my campains.
