One source of information i can think of would be to make a list of all
major airline, and check the annual financial report. it will include
somes general datas
Then, crosscheck with the country population , and you will have a very
rough estimate.
here is the summary from Luxair (luxembourg) -2004 (GDL : 470.000 hab)
Passengers * 1,171,292
here is the summary from SN brussels airline (belgium) -2004 ( belgium :
10.3 mil hab)
Number of passengers handled 3,582,304
here is the summary from Ryanair (lowcost) 2004 - 15 airport in Europe
(CE-15 : 461 mil hab.)
passengers : 26,582,633
here is some info from Air senegal (senegal : 11.6 mil hab.)
Passengers 2004 : 420000
This dont give you data table for country to country, but it give you a
rough estimate of the general traffic from/to a place, given its size
and political/economical situation.
( i wanted to get some info from US airlines, but ... i cannot handle
that kind of financial report at 7 in the morning .... so many numbers
and footnotes , so few nice pictures and pretty speeches ...)
And now, for the real gem , found while looking for report :

http://epp.eurostat.ec.europa.eu/portal/page?_pageid=0,1136228,0_45572945&_dad=portal&_schema=PORTAL
All the information about road/rails/sea/air transport, passenger and
cargo, in the EU, with possibilities of making custom tables by any
parameters...
i just made a 25 by 25 table of air passenger traffic between countries
in the EU, in 2005. wich would be what you want i guess.
(you can even order the dvd ... 20€

This Everything on transport statistics DVD-ROM is a repository of all
public documents and data related to transport statistics in Europe and
main partner countries. It contains about 27 million items of
statistical data and more than 900 documents, mostly produced by
Eurostat’s transport unit. Some documents related to transport
statistics are also issued from other units of Eurostat (environment,
business statistics, regional data, ...) or from other DGs of the
European Commission, such as the Directorate-General for Energy and
Transport. This work relies on the European statistical system, which
for transport statistics is mainly represented by the national
statistical institutes and the ministries of transport of the European
Union Member States plus Norway and Switzerland. This third edition
gives access to new data, publications and legal acts related to
statistics for all transport modes.
hope this help
