did you mean Daidouji Tomoyo or Kinomoto Touya?

I would count Tomoyo as a PC, but I would count Touya as an Allies as
the focus of the plot is around the Card Capturing group. (Sakura,
Shaoran, Tomoyo, [and when the player shows up ;) ] Meilin) to which
Touya is peripheral to,

Kero would be a NPC Ally, due to Plot knowledge, as well as his roll a
servant (even though Sakura treats him as a friend)
