While I agree with a lot of what you've said, I've never been one to
rely on the points to regulate game balance. Some character are really
good at making GURPS characters, some aren't. I think it's more of a
GM's job to regulate the game balance of the game.
Take those sample characters in the 4e books for example. Maybe they are
'balanced' but if anyone in the games I've played in was given that many
points they would probably end up with a character that would wipe out
that whole iSWAT team.
