As someone else pointed out, Incompetence (-1 per skill) covers this, though
the penalties are rather harsh.

However, I might allow an Anti-Talent (working opposite the way a regular
Talent works, and changing the cost from positive to negative), *but* the
skills covered by the Anti-Talent would have to be something that would come
up reasonably often in the campaign, so no Anti-Art Talent in a Special Ops
campaign (for instance). I do think that Anti-Combat Talents would be
appropriate, though, in most campaigns.
