There is Incompetence in 3e at least. I also don't think anti-talents
should be worth more then -1 cps. After all you can take anti-talents for
whatever group of skills you never had wanted to give the pc anyway. And a
hacker with just no musical and artistic skills is roughly equally usefull
to a throughly unmusical and unartistic hacker.
