That doesn't explain treaty period and WWII destroyers capable of 36 or
even 40+ knots. Those ships have 'displacement' speeds of 27-30 knots.
Using enough power solves a lot of these problems - the French Fantasque
class destroyers made 40-43 knots in trials (which in the Frnech Navy
were performed in a stripped condition), on 86,500-93,800 shp with a
~420 foot hull (and probably displacing little over 2,000 tons for
trials) . In contrast HMS Rodney did 23.8 knots on 46,000 shp with a
~700 foot hull (~34,000 tons). It's amazing what sufficient brute force
will do.
